Added in a brief readme file.

1	Essentially, AutoTrac is a plugin for Trac which allows Trac to behave
2	as a server for software equiped with the BugReporter client library,
3	which is designed to automatically send out errors over HTTP when the
4	software crashes.

6	Both AutoTrac, and the BugReporter client code are included here.
