I have a functional (and ass ugly) WebAdmin plugin that does this. I haven't tested it off my development system yet, and I make no warranty about this code. It may corrupt your authz file, eat your pets, and destroy gravity. If you want to brave it (and see if it compiles on something other than my test system) the code is available here awaplugin.tgz.

I think I'll re-open this ticket, because although your plugin does in fact let you administer the authz file, it's not exactly ideal ;)
Would you care to suggest what you'd like to see, or shall I work on my powers of telepathy to resolve the complaints behind the reopening of this ticket?
There is no reason to be sarcastic.
I'm making the assumption that the original request was looking for more than just a textarea. Perhaps a list of sections, with tick boxes for each users read/write privileges. The ability to add new sections, remove sections, etc.
Basically be to authz files what the web admin plugin is to Trac's trac.ini.
